When all the available evidence is examined objectively, that evidence justifies the conclusion that the IRS is now what was left over of "The Untouchables" after alcohol Prohibition was repealed.  See U.S. v. Constantine.

The relevant historical record begins when Henry Ford got into a huge fight with major world bankers, because he was promoting alcohol-based fuels to power the cars that were coming off the production line which Ford had invented:  with proper tuning, his Model A's and Model T's would run fine on corn squeezin's and potato mash.
 
The Women's Christian Temperance Union was secretly financed by the petroleum cartel, then controlled by the same world bankers, in order to perfect a monopoly in automotive fuels.
 
Once that monopoly was perfected, Prohibition was repealed, leaving alcohol high and dry as the preferred fuel for cars and trucks, and leaving a Federal police force inside the several States of the Union, to continue extorting money from the American People.  See the Twenty-First Amendment here.

Lastly, another set of very conclusive authorities are the "organic" statutes which organized the U.S. Department of the Treasury at 31 U.S.C. 301 thru 315 inclusive.  Title 31 of the United States Codes has been enacted into positive law, unlike Title 26 which has NOT been enacted into positive by Act of Congress.

It is quite easy to modify IRC 3403 so as to create such a liability for taxes imposed by subtitle A, but Congress has not done so.
