It is my studied professional opinion that the absence of valid
OPM SF-61 APPOINTMENT AFFIDAVITS for personnel doing business
as "clerks" and "deputy clerks" has the unavoidable result of
rendering an ENTIRE U.S. District Court totally impotent, because
it cannot issue ANY valid "process" that satisfies 28 U.S.C. 1691
without any personnel who are authorized to sign as "clerk"
or "deputy clerk of court"!
